Everything I’ve read/seen/heard from the assistive-technology users and community is NOT to use title as an alternative for a label. It does provide a tooltip, which is great for some things, but as far as providing the most accessible experience, you should use something else.

In my opinion title is better than nothing, aria-label is better than title, and visually hidden text is better than aria-label (but only slightly and probably not for long).
